Here's the start of a list of which species of finch require the keeper to have a permit.
will try to compile it state by state.
lots of help required though, cos I have no idea about any state besides SA

South Australia
Black Throated Finch (Diggles)

Advanced Avicultural Licence

Gouldian Finch
Java Sparrow
Painted Firetail

Permit to keep Declared Birds 3 Catagories - type 1 no licence required - type 2 no cost licence required - type 3 $30 cost
Will only list finches and quail.

Cordon-bleu, Blue brested waxbill, Blue capped, red-cheeked
Canary, yellow fronted
Common (St. Helena) Waxbill
Java Sparrow
White Backed Munia (Bengalese), Black headed Munia, Black headed Nun, Manniken, Nutmeg, Spice Finch, Spotted Munia,
Scaley breasted Munia, Red Strawberry finch, Red or Indian Avadavat, tiger finch, red waxbill Munia White headed, Munia white rumped.
Green Singing finch
Quail Japanese
LML
(somebody is just a little paranoid that the Java will naturalise in the Ord river rice fields)

Northern Territory

WILDLIFE WHICH MAY BE KEPT WITHOUT A PERMIT IN THE NORTHERN TERRITORY

Please be advised that the wildlife listed must have been obtained lawfully. Permits are still required to take wildlife from the wild or to Import or Export from the Northern Territory.

According to the way the website is written everything else needs a permit.

Conditions and restrictions — Keeping exempt animals
Background
Species listed in the Nature Conservation (Wildlife Management) Regulation 2006 schedule 3 part 1, are usually referred to as exempt animals. A licence is not needed to keep or use a lawfully obtained exempt animal. You may buy, sell or breed exempt animals. However, you cannot “process” them e.g. convert them into another form by a special process such as taxidermy.
Exempt animals

Gouldian finch
star finch, other than the eastern subspecies
zebra finch

That is the only finches Queensland seem to list.

A.C.T. (NOT NSW!)

Need for:

Double bars
Redbrows
Diamond Firetails

so basically all the finches you find wild here.

didn't bother with parrots etc
Jayburd - at some point will have a collection of grenadier weavers, blue capped waxbills, red faced pytilias, etc. etc. etc...

All native birds In NSW are protected here is a list of those you dont need a license for....
Birds you don't need a licence to keep

You don't need a licence to keep exotic (non-native) bird species. There are also 41 native species that you may buy, sell or keep without a licence. These species are:

* sulphur-crested cockatoo
* galah
* little corella
* long-billed corella
* western corella
* cockatiel
* red-collared lorikeet
* scaly-breasted lorikeet
* musk lorikeet
* rainbow lorikeet
* Port Lincoln parrot
* twenty-eight parrot
* hooded parrot
* red-rumped parrot
* red-capped parrot
* princess parrot
* bourke's parrot
* elegant parrot
* scarlet-chested parrot
* Adelaide rosella
* eastern rosella
* pale-headed rosella
* yellow rosella
* western rosella
* budgerigar
* bar-shouldered dove
* diamond dove
* emerald dove
* peaceful dove
* common bronzewing
* crested pigeon
* brown quail
* king quail
* stubble quail
* little button-quail
* painted button-quail
* blue-faced parrot-finch
* Gouldian finch
* painted finch
* star finch
* zebra finch.


Note that these native birds are still protected and you are not allowed to trap them in the wild. It is illegal to trap protected birds, including exempt species, anywhere in NSW. The maximum penalty for trapping a protected or threatened bird is a fine of $220,000 and/or a two-year prison sentence.

for WA licence are required for all Australian finches except

Zebra, double bars, stars and one of the longtails.
red eared firetails are on a separate licence

too hard to remeber the foreign finches that need a licence will try getting the paper work from work then ill redo the post
